2022: Cotton Voted Against Providing $13.6 Billion To Assist Ukraine Against Russian Aggression, Including $6.5 Billion To The Defense Department, $4 Billion To The State Department And $2.8 Billion To The U.S. Agency For International Development. In March 2022, according to Congressional Quarterly, Cotton voted against the Fiscal 2022 Omnibus Appropriations, which provided assistance to Ukraine which would “include approximately $6.5 billion for the Defense Department, $4 billion for the State Department and $2.8 billion for the U.S. Agency for International Development.” The vote was on a motion to concur. The Senate concurred with the House by a vote of 68-31. Subsequently, the House and Senate resolved differences, sent the bill to the President and ultimately became law. In December 2019, Cotton voted against the FY 2020 minibus spending bill, which represented 8 of the 12 appropriations bills. According to Congressional Quarterly, the bill “provides $290 million for the Countering Russian Influence Fund, $15 million more than the FY 2019 level. The fund assists countries in Europe and Eurasia in enhancing the capacity of their security forces, including the modernization of NATO partners such as Greece. The funds may also be used by the Baltic states for cyber and democracy programs to counter Russian influence and aggression […] The measure provides $300 million for a new Countering Chinese Influence Fund to combat malign Chinese influence activities and increase transparency and accountability associated with the Belt and Road Initiative.” The vote was a motion to concur. The Senate agreed to the motion by a vote of 71-23, thereby sending the bill to the president, who signed it into law. According to Congressional Quarterly, “Trump has been clear about his desire to bring troops home from Syria and Afghanistan, even though the implementation of those withdrawals has evolved. ‘Our boys, our young women, our men, they’re all coming back and they’re coming back now. We won,’ Trump said in a December video on Twitter about Syria. The commander in chief’s intent was clear, but the pullout of the roughly 2,000 U.S. troops in Syria has yet to start, and is now expected to take several months once it does. In Afghanistan, Trump was reportedly considering bringing home as soon as possible up to half of the 14,000 U.S. troops there. But now the Taliban has reportedly agreed in principle to a peace agreement that would require the withdrawal of all U.S. forces in exchange for a Taliban vow to block terrorists from regaining a haven in that country. The Afghan government, though, is not as of now a party to the agreement. According to the Arkansas Democrat-Gazette, “Arkansas Attorney General Leslie Rutledge on Friday afternoon implemented a 2019 law that bans abortions in Arkansas, except to save the life of the mother in a medical emergency, after the U.S. Supreme Court earlier in the day overturned the landmark 1973 ruling that legalized abortion across the country. The Republican attorney general, who was flanked by Gov. Asa Hutchinson, certified that the U.S. Supreme Court overturned the 1973 Roe v. Wade ruling in accordance with Act 180 of 2019. 2013: Cotton Voted To Raise The Medicare Eligibility Age To 70 Over 20 Years. In March 2013, Cotton voted to support raising the Medicare eligibility age to 70 over 20 years, as part of the Republican Study Committee’s proposed budget resolution covering fiscal years 2014 to 2023. According to the Republican Study Committee, “To address the increased demands on Medicare, this budget proposes raising the age of Medicare eligibility, beginning in 2024, by two months every year beginning with those born in 1959 until the eligibility age reaches 70, bringing Medicare eligibility in parity with Social Security.” The vote was on an amendment to the House budget resolution replacing the entire budget with the RSC’s proposed budget; the amendment failed by a vote of 104 to 132 with 171 Democrats voting present. According to the Republican Study Committee, “As a result of the bipartisan Social Security Amendments of 1983 (P.L. 98-21), an increase of the Social Security full retirement age is being phased in over time – beginning at 65 and reaching 67 by 2022 for those born in 1960 and later. This budget proposes to continue a gradual increase of two months per year until the full retirement age reaches 70. Under this plan, for individuals born in 1962 the retirement age will be 67 and two months. The full retirement age will reach 70 for individuals born in 1979 or later.” The House considered the RSC budget as a substitute amendment to House Republicans’ FY 2015 budget resolution; the amendment was rejected by a vote of 133 to 291. According to Congressional Quarterly, “Passage of the bill, as amended, that would revise the federal income tax system by lowering individual and corporate tax rates, repealing various deductions through 2025, specifically by eliminating the deduction for state and local income taxes through 2025, increasing the deduction for pass-through entities and raising the child tax credit through 2025. It would also open parts of the Arctic National Wildlife Refuge to oil and gas drilling.” The vote was on passage. The Senate passed the bill by a vote of 51 to 49. The most likely target of such spending reductions will be entitlement programs, particularly Medicare, Social Security, and Medicaid, which already constitute a significant share of federal spending and are expected to grow rapidly in the near future. In October 2017, Cotton voted for a budget resolution that would have, according to The Hill, “The spending blueprint is key to Republicans’ efforts to pass tax reform because it includes instructions that will allow the plan to avoid a Democratic filibuster. […] The budget, meant to outline spending for the fiscal year, was widely viewed as a mere vehicle for passing tax reform. […] The budget would allow the Senate GOP’s tax plan to add up to $1.5 trillion to the deficit over a decade, a proposal that has raised concerns with fiscal hawks in the GOP. Its instructions call for the Senate Finance Committee to report a tax bill by Nov. 13. Still, the document outlines the Senate GOP’s political vision. It maintains spending at 2017 levels for the year, but would then cut nondefense spending in subsequent years, leading to a $106 billion cut in 2027. It would also allow defense levels to continue rising at their current rates, reaching $684 billion at the end of a decade. The resolution also proposes $473 billion in cuts to Medicare’s baseline spending over a decade and about $1 trillion from Medicaid, though those provisions are not enforceable without additional legislation.” The vote was on passage.
